My personal implementation of the fragmentation packets support from #36
It uses the magic version flag defined in Hello packet to check whether client has fragmentation enabled. And server will send back a hello packet to tell client whether fragmentation is enabled server side. In this way we can toggle fragmentation features automatically while keeping support for older versions.
Server and client can choose whether to enable the fragmentation feature. Fragmentation will only work on reliable packets.
