- Fixed Jira API migration to v3 (/rest/api/3/search/jql endpoint)

… Jira API v3. Added error handling for HTTP requests and improved issue serialization from JSON. Updated requirements to use jira version 3.9.1. Enhanced TimeCamp task creation to support external parent IDs.
