This PR will implement a covmat block script for the anisotropic noise case, and also some Della cluster compatibility features. In particular, this PR will also add some command-line arguments which alleviate some of the unnecessary MPI use, so that SLURM jobs on Della can run serially for actions like mode-coupling and covariance matrix estimation.
