Align ESLint 9 with declared Node support

ESLint 9 requires a newer Node runtime (>=18.x), but the project still declares support for Node 14/16 in engines. With this bump, contributors or CI using Node 14/16 will be unable to run ESLint (and may fail installs if engine-strict is enabled), which is a regression from the ESLint 8 line that worked with those versions. If Node 14/16 support is still intended, keep ESLint on v8; otherwise, update engines to match the new toolchain.
