Updating the reimbursement instructions to clarify 1) which button to press in the atlas app to send the request for review and 2) that payee registration for non-affiliates is just to add you as a payee to the system but won't give you access to the system to make reimbursement requests yourself like MIT affiliates.
(These clarifications are in response to recent misunderstandings.)
