added -q option to build, onfigure can be skipped, for slow large projects

#22 requested the possibility to run build without configure, that can be slow. Defining that as default behaviour (build totally independent, must run configure explicitely), should be the way, but:

• It will break a large part of the test suite (we can cope)
• It will break what people expect from biicode. Many users relying on the fact that "bii build" will also configure the project (shouldnt be done)

So I propose an opt-out, with just one letter (q=quick):

$ bii build -q

Which will skip the configure

On acceptance, it will close #22
