[IMPALA-14713] Fix navbar and footer responsiveness across pages on smaller screens

Problem

• Navbar and footer were not rendering properly on smaller screens.
• Layout and spacing issues were visible across multiple pages.

What Changed

• Improved responsive behavior of the navbar.
• Fixed layout and spacing issues in the footer in smaller screens.
