This PR bumps the requirements from Java EE 8 to Jakarta EE 9+. We should probably disable these Dependabot updates in configuration. |

Please don't disable as this serves as documentation that upgrading the dependency won't work. I think this is helpful to know for both us and users. When someone asks if we or they can update the dependency, we can just point to this PR which shows exactly why it won't work without work. |
