Some locale fixes were added:

  1. "__locale" request param was added to configuration.js and dictionary.js URLs to propagate locale.
  2. dictionary.js content generating via JSONObject was added to prevent incorrect JSON values encoding.
  3. Russian i18n message were added to com.alkacon.bootstrap.formatters.messages file.
