Feature/eim 3431 update GitHub actions

Description

• Modified trigger to run on master merges
• Updated pipeline to generate new version name for each pipeline run ( based on the last tag created )
• Added template to use on different AZ devops pipelines to get the github release packages
• Added pr template

Missing : add some documentation on how to use the layer
