Description
Adds a GitHub pull request template to standardize and improve PR submissions. This template mirrors the structure and guidelines from PrairieTest.
Testing
This is a metadata change to the repository configuration, so no functional testing is required. The template will be presented automatically to contributors when they create new pull requests.
