The current DrawRect and FillRect routines don't allow floating point rotations around a center point. This prevents rotating 2D rect animations from being drawn to a decal sprite because the only available utility for rotating a rectangle is by drawing each rect to a decal sprite and then using DrawRotatedDecal to apply the rotation. This prevents being able to render rotated rect animations to another decal sprite since drawing decals to decals isn't possible.
Since the existing DrawTriangle and FillTriangle routines already allow for this, I have simply extended them with an additional vertex: DrawQuadRect and FillQuadRect.
