Explanation of Change

Removes scopeTagsEnricher middleware from the telemetry pipeline.

This middleware was implemented to enrich built-in spans (like app.start) with custom tags and contexts. However, Sentry doesn't support adding custom tags to built-in spans, it makes the middleware ineffective

We have another ticket to solve it -> #78847

Preserve async scope tags on early transactions

Removing the scopeTagsEnricher from the beforeSendTransaction pipeline means transactions that start before Onyx-driven scope data is set will never receive active_policy_id, nudge_migration_cohort, or memory/policies contexts. The app startup span is created immediately in telemetry setup, while TelemetrySynchronizer populates these tags/contexts later via Onyx callbacks, so startup transactions (and any early spans) will now lack those tags for cohort/policy segmentation. This is a telemetry regression that can skew experiment analysis whenever tags are set after transaction start.
