I probably should have stated this up front, but these steps are a modified version of what we shipped in #34146. I'd prefer to keep the language the same where sections are identical. |

What does this PR do? What is the motivation?
This fleshes out configuration instructions for using the new DBM
auto_explainfeatures with Amazon RDS. At present only the self-hosted configuration steps are documented.Merge instructions
