What does this PR do? What is the motivation?

Reverts changes that were done to some of the supported versions for Test Optimization's advanced features.

They were originally implemented to align with the UI messaging shown for outdated configurations. We are reverting some of the changes to keep the original values, and improving the UI messaging to be more specific (and not cause confusion due to the diverting versions between UI and documentation).
