Is this meant to imply RTT must be available wherever there is real-time bidirectional voice communication? For example, in a video call, the chat feature may be widely preferred so you have the freedom to backspace (ie change your mind about what you want to say) without the characters already being transmitted. A typing indicator alone would solve the issue of all users not knowing someone wanted to contribute via chat. If RTT itself would become required, this would be a heavy lift and the need for RTT over chat should be research based. If this is not meant to imply RTT is required, it should be reworded.
