Describe the problem
In the EAA, the reference to the dynamic layout has been placed with the publication's structure (due to repagination probably). But it not intuitive.
2.1.2.1.3 (iii) Ensuring access to the content, the navigation of the file content and layout including dynamic layout, the provision of the structure, flexibility and choice in the presentation of the content.
Furthermore the EAA wording (i.e. dynamic layout) differs form the WCAG's on (i.e. reflow). And scrolling is not mentioned anywhere in the EAA.
As a consequence, as you read this other criterion (first in the reading order), you have several problems.
2.1.1.2.5 (v) Presenting in fonts of adequate size and suitable shape, taking into account foreseeable conditions of use and using sufficient contrast, as well as adjustable spacing between letters, lines and paragraphs
-> You think that the EAA customization of the display does not require to be reflowable,
-> You think PDF proponents say the truth when pretending that zoom is enough to meet this criterion (with horizontal and vertical scroll though),
-> You think WCAG standard superseeds the EAA, as you do not connect this criterion to the other EAA structural criterion coming next.
Describe the fix or new feature you propose
The EPUB Accessibility - EU Accessibility Act Mapping group note is used for various purposes, including
the understanding of the EAA and the setting of technical strategies concerning publications digital formats.
It might help adding a cross reference from 2.1.1.2.5 (v) to 2.1.2.1.3 (iii), saying that the first criterion is completed by the latter regarding dynamic layout.
