Support fully local devnet deployment #2
Description
Suggest getting ideas from:
- Learn from old devnet tooling nuke-web3/celestia-devnet-tests#1 - running a bridge node from genesis, with some scripting to setup with atleast one prefunded dev account w/ priv key known.
- https://github.com/tuxcanfly/ethereum-docker - ETH L1 Execution + consensus nodes from genesis
likely need to script some OP deployment on L1 and further link into existing docker infra in the repo here already.
