Unpin sled-agent dendrite client

In #9705 we pinned the dpd client in sled agent to a v1 client to deal with the issue described in #9704. This is a bandaid that should be peeled off by either.

• Making a distinct v1 client crate in dendrite if we things this will be long lived.
• Remove this pinning in favor of more robust client-side versioning mechanisms.
