Rewrite Github actions

We have a couple of issues to sort out

1. We have overlap between pytest and behave where we run the same test in both github actions in some instances
2. Move to one coverage report instead of a few broken out
3. Coverage comment for each file instead of one big one. Also this would let us see coverage on relevant files.
