Add Fork Functionality for Code Snippets

Currently, users can view, rate, bookmark, and edit their own snippets, but there's no way to create a derivative version of someone else's snippet. Adding a fork feature would allow users to duplicate an existing snippet, modify it, and save it as their own, with a reference to the original.
