Publish first godot-cpp package on cppget

Requirements:

• Add python as system dependency properly #1
• Add missing configuration options #7
• Add build limitations where necessary in manifest
• Tests pass on build2's CI
• Move repository into build2-packaging (? or is it too specific?)
• Publish on cppget

Bonus:

• buildfile function to get target name relative to configuration #2
• Add test using Godot Engine loading the extension without error and doing something with it. #5
