UI: Assign Instance Group to Domain/Account during Creation

As an Admin or Operator, I would like to be able to Instance Group to Domain/Account in the UI. Currently the only way to do this is by logging into a user in account that you want the instance group to be created in.

Daan, mostly my response is the same as #12477. Only initial creation was my aim.

I found something that only applies to Instance Groups. You can technically already do this already in the UI. When you create an instance and you put something in the group field, it will create it in whatever domain/account you pick during instance creation. You just can't do it after the fact from the actual "Instance Groups" section.
