UI: Assign Affinity Group to Domain/Account during Creation

As an Admin or Operator, I would like to be able to Assign Affinity Group to Domain/Account in the UI. Currently the only way to do this is by logging into a user in account that you want the affinity group to be created in.

like with #12477 assigning an existing affinity group may give issues if it is used in another domain/account than the target.

I am just asking for initial creation. I don't see a need to reassign a group. This scenario keeps coming up because we have to log into a different account to create the Affinity group, which isn't ideal.

4.20 introduced the ability to assign an instance to an account/domain at instance creation. I was hoping we could create the affinity group so we wouldn't have to change the account. It looks like this is already exposed via API.
