VCIO-API-V2: Migrate OpenSSL importer to advisory V2

The existing importer is not usable anymore, so it will be a complete new importer pipeline.

To collect OpenSSL Advisory install VulnerableCode using https://github.com/aboutcode-org/vulnerablecode?tab=readme-ov-file#run-with-docker and then run the below command.

docker compose run vulnerablecode ./manage.py import openssl_importer_v2
