Ignore controls actions while full screen app is active #2401

Is your feature request related to a problem? Please describe.
By default win key triggers start menu, which forces full screen app like game to minimize. I wonder if it'd be possible to force whatever action is assigned to win key to not be triggered while running a game.
Describe the solution you'd like
Just add an option within any controls action to be ignored while full screen app is running.
