"Customize Start Menu" skips certain items which refuse to show up in Windows XP Luna two-columns skin.

Describe the bug

Some menu items just refuse to show up. I tried making a custom one for the same items that don't show up (for example, the Control Panel) and as soon as I fill in the information they disappear?

(in the image you can see Control Panel is in the customize box twice, but doesn't appear in the actual menu. same with user files, etc.)

1. Change menu style to "Classic with two columns", change the skin to Windows XP Luna
2. Go to customize start menu and add items
3. Some items don't show up
