Actions fail due to missing maintenance

The actions for checking pull request fails, see https://github.com/OS2Forms/os2forms/actions/runs/21625292986/job/62323816832 for an example. The issue is that the tools for performing the actual checks cannot be installed, i.e. we never get to actually performing any code checks. They actions need to work to have any value.

@ds-bellcom : As I understand it this is a bug in the git workflow, preventing quality assurance.

If so, and if the time needed to fix it is below 4 hours - the task falls unter the category of corrective maintenance of our Git processes, and can be handled as a maintenant task that can be fixed and invoiced without further approval.
