Cannot exit plan mode

I used the built in plan mode and asked it to go write a plan in code mode (as you can see in the screenshot), but it does not seem to understand that I am in code mode for some reason.

Huh, I'd assumed this was a UI state issue because I can pretty consistently reproduce the issue.
