Use metadata in yaml file to populate notebook_manifest_descriptions.txt

#236 is adding a yaml file with notebook metadata. Use it to populate the descriptions in https://github.com/Caltech-IPAC/irsa-tutorials/blob/deploy_to_fornax/notebook_manifest_descriptions.txt and make sure that file is usable for nasa-fornax/fornax-images#48.

This is done now and the deployed branch is updated.

Is there a PR related to this? I see that the descriptions are now in notebook_manifest_descriptions.txt in the deploy_to_fornax branch but I don't see how that will get updated when notebook_metadata.yml does. (I thought the workflow we talked about on slack was to have a script that updates notebook_manifest_descriptions.txt whenever updates to notebook_metadata.yml are merged to main.)

Also, please confirm that the file is usable for nasa-fornax/fornax-images#48 before closing this.

I pushed this directly and not as part of a PR as this part of the workflow is never triggered for a PR: https://github.com/Caltech-IPAC/irsa-tutorials/blob/main/.github/workflows/ci_publish.yml#L72

The file is the same name and format as before, so this issue should be used IMO.

If by "used" you mean closed, it's fine with me if you'd prefer to close this and open another issue for the second part of this task: "make sure that file is usable for nasa-fornax/fornax-images#48". Either way, I'd like an issue that stays open until we confirm that we've provided a working solution for nasa-fornax/fornax-images/issues/48.
