[Docs]: Update Zenodo DOI to permanent tag rather than version tag

Documentation Update

Currently the GitHub badge for the Zenodo DOI is using a specific version released, this is causing the DOI on the README.md to not always show up correctly, this should be switched to the permanent tag.
